I like the T3x better because of the bolt being workable on safe, (T3 isn't) bolt shroud is metal and stock is better also. Pull weights are otherwise pretty close. Otherwise actions are identical, other than the TC A1 puts a little plastic ball on the regular nubby little T3X bolt handle to make it more "tactical." The TAC A1 chassis is maybe a bit heavier - check the specs.
